Yes can be changed as you go. Just carry them in your hold. Mining crystals take damage as you use them and will be destroyed in time. So if doing heavy mining carry spares. the T2 take damage faster than T1's.

stay in npc corp and mine. be labeled as an isk farmer and get shot a lot and have your ore ripped off a lot. join or form your own corp (pc) and take your chances with the rest. very simple.. not really

I was unable to salvage a True Sansha or Loyal Sansha until after salvage 4. So higher salvage is needed for some hi-end rats. Also higher salvage skill better chance of salvage loot and faster salvage times.
